New build won’t POST

I’ve just built a new system with the following components:
- Antec TruePower Trio 650W
- Abit IP35 Pro XE motherboard
- Intel Core 2 Duo 2.66Ghz (E7300) CPU
- 2 x 1GB OCZ PC2-8500 Reaper RAM
- Gainward nVIDIA 9800GTX+ 512MB PCIE Graphics card

I’ve installed all of the above but not a HDD yet as I am just trying to get past the initial POST.

All I’m getting is the fans (CPU, GPU and case) spinning for 5 seconds then they stop and start again for 5 seconds repeatedly.

I have tried just using a single stick of RAM and also removing the graphics card, but I get the same thing all the time, fans spin for 5 seconds followed by 2 short beeps.

The motherboard has an onboard POST display which is reading "83" which suggests there is ATX12 power getting to the motherboard, but I can’t get any further. I am trying to get to the stage where the fans (especially the PSU and CPU) stay on, or am I wrong to expect this?

Also, although all the front panel LEDS light up and I can use the front power switch to power on, I can’t power down from the front switch, I have to use the back switch near the power cable which is obviously wrong.

I also can’t seem to connect the machine to a monitor, if I use a DVI to DVI the monitor displays a "Check Signal Cable (Analog)" message. If I use a VGA to DVI via an adaptor, the monitor just sits in standby.

If anyone can help me solve this problem, I would be really grateful.
