Bottlenecked by CPU?

Hi, I have a (rather crappy) Gateway GT5220 that I upgraded to 3gb ram, and I am looking for a new graphics card. The CPU is rather slow, so I want to get a graphics card that will be as fast as possible, without the CPU holding it back.

Is this even possible? Or do i need a new CPU (or new computer)?

I mostly use my computer for photoshop and WoW, i tried to play F.E.A.R. but it was more like a picture than a game…
