Computer won’t turn on… getting frustrated

I’m trying to help fix a friends computer. The power supply died, so I replaced that, and the computer still wouldn’t turn on. I checked all the connections, all good, so I had to surmise that the power supply killed the motherboard. I’ve replaced the motherboard with a brand new one. Now I still can’t get anything to even start to power up. I’ve poured through the manual, checked all my connections. I can’t seem to find what’s wrong. I’ve even unplugged everything (CD, HDD, USB, etc.) to see if any of those are fried – no change.

Does anyone have any suggestions what to try next? It’s a P4M80-M4 motherboard by BioStar. There’s no jumpers that need set, they’re all set to correct by default, and I’ve tried about every variation I can think of for the Front panel plugs (power switch, HDD LED, power LED). If I hold the power switch down for about 10-15 seconds the cooling fan for the CPU will do about a 1/4 spin then stop again. I’m at a loss what to try next…

Any help would be greatly apprecaited.
